These are two entirely different things that happen at two different points in your trip, and mixing them up is one of the most common sources of confusion for first-time travellers.
The Singapore visa
The visa is pre-travel permission, arranged before you fly. Because ICA does not accept applications directly from individuals based in India, it's submitted through an authorised agent or channel. Getting the visa is what allows you to travel toward the checkpoint in the first place — it is not, by itself, permission to be in Singapore.
The SG Arrival Card
The SG Arrival Card (SGAC) is a completely separate requirement: a free, mandatory digital arrival and health declaration that every traveller — visa holder or not — submits within three days before arrival, through ICA's own e-service. It has nothing to do with visa approval and doesn't replace it. Missing it doesn't cancel your visa, but it can cause delay or difficulty at the checkpoint.
Where the Visit Pass fits in
There's a third piece worth knowing: the Visit Pass (e-Pass), which is issued digitally by an immigration officer at the checkpoint when you actually arrive — emailed to you, with no passport stamp, since March 2022. This is the document that actually authorises your stay in Singapore. So the full sequence is: visa (before travel) then SG Arrival Card (just before arrival) then Visit Pass (issued at the checkpoint on arrival).
